Turning your painting into a Water Color Portrait is actually a lot easier than it seems.  With a few effects, and touches, you can have it finished in no more than 5 minutes!  We will be using this image below

1. Duplicate your layer and select Filter < Artistic < Dry Brush.  Put your settings at Brush Size “0″, Brush Detail “10″ and Texture “1″

Your image will look something like this.

2. Duplicate Your Layer, Then Go To Filter < Blur < Smart Blur and Put your settings to Radius “3.0″ and Threshold “8.9″

3. Then Go to Filter < Artistic < Sponge with Brush “0″ Definition “0″ and Smoothness “4″

4. Duplicate the Base Layer and set it to Soft Light 100%.

5. Repeat step 3, and you have this.
